Enrollment and the actual state-issued title
West Virginia's DMV describes the National Digital Titling Clearinghouse as a service for non-resident businesses, including dealers, fleets, insurers and lenders. Its FAQ distinguishes the online submission process from the resulting title: the transaction is processed electronically, and West Virginia issues a paper or digital title. dmv.wv.gov
A business can submit title work from elsewhere in the United States; that does not mean it is choosing a different issuing state for each upload. Keep that distinction explicit when comparing the service with a provider that files destination-state registration documents. dmv.wv.gov
The DMV's enrollment instructions list an application, a $250,000 surety bond, security documentation and proof of a business license. Approval is followed by account setup, a non-resident-business clearinghouse number, and certification or integration before processing begins. dmv.wv.gov
For a title office, those are concrete onboarding stages to plan around. Establish who supplies the required business documentation, which employees will submit transactions and how the clearinghouse number is represented in the dealership's title workflow. A demonstration login is not the same as an approved production account. dmv.wv.gov
